Central Branch and the South Division Branch. There was also a network of storefront book depositories that served the community. In the 1960's, these storefront book depositories were replaced when a number of branch libraries were built. The North Milwaukee Library was the branch built to serve the near north west side. The North Milwaukee Library was built in 1968 and located at 3310 W. Villard Avenue. and originally named the North Milwaukee Library after the neighborhood it served. Until 1929, North Milwaukee was a politically independent entity from the city of Milwaukee. In 1994, the North Milwaukee Library was renamed the Villard Avenue Library due to the perception that most of the neighborhood residents and patrons already identified the library by the name of the avenue on which the library was located.
The Villard Avenue Library served the near northwest side for over 40 years. By the beginning of the new century, it became apparent that the building was in need of repairs and updating. According to Paula Kiely, Director of MPL, the original Villard Avenue Library needed a new HVAC system, estimated to cost $750,000 to replace. According to the "Rethinking Milwaukee Library Plan" formulated by Milwaukee Public Library Administration, the development of mixed-use building had the potential to offset some of the costs associated with updating old library buildings or building new stand-alone libraries.

Villard Avenue Library had previously been targeted for closure by MPL Library Administration and Library Board Trustees. In 2003, MPL administration and the board of library trustees, facing budget cuts to MPL, proposed closing the Villard Avenue Branch, citing low patron usage statistics and that the facility ranked highest among the branches in the total cost of updating the facility. The Villard Avenue Branch was kept open despite budget cuts of $500,000 in the 2004 City of Milwaukee budget. The Villard Avenue Branch was kept open by reducing the number of hours it was open to the public and by closing five MPL neighborhood library branches on Fridays. However, the reduced hours did
